Paulo Costa is a Civil Engineer from UFMG and the University of Brighton, and a Building Technician from CEFET-MG. He holds Cost Engineering certification from AACEi. Over 8 years, he has built extensive experience in engineering projects, across all phases, in both public works and the private sector, providing services to contractors and owners, including analysis of site records, contemporaneous and retrospective delay assessment, productivity deviations and cost control, among others. He is recognized for his work on construction delay diagnosis studies using the Critical Path Method, as well as productivity studies in line with international best practices published by AACEi, SCL, MCAA, NECA, the US Army and others. Throughout his career, he has also taken part in out-of-court claim negotiations and in mediation, arbitration and court proceedings, working in technical advisor and expert witness teams, preparing technical opinions and appearing as a technical witness at hearings.

Paulo Costa has worked on a wide range of projects throughout his career, with emphasis on heavy construction (mining, oil and gas, sanitation, energy), preparing technical studies of contract deviations (forensic analysis), whether in amicable settlement, court, mediation or arbitration. These include:

SALOBO Project – VALE (Pará): civil works for the support buildings of the SALOBO mine operation.
Tietê Project – SABESP investment in expanding the sewage treatment capacity of the Barueri WWTP and extending the sewage collection network (trunk sewers in the cities of São Paulo and São Bernardo do Campo) – Contracts worth 500 million;
PETROBRAS Project: expansion of the Presidente Bernardes Refinery in Cubatão (RPBC) for storage and transfer of lower-sulfur fuels – Contract worth 150 million;
PETROBRAS Project: electromechanical assembly works for the off-site expansion of the REGAP Gasoline Portfolio;
SAMARCO Project – Technical advisory work in a dispute involving dam insurance. Amounts involved exceeding 500 million US dollars;
Pharmaceutical Group Project: investigation of non-conformities in a pharmaceutical plant – Dispute involving 70 million reais;
Pharmaceutical Group Project: analysis of pharmaceutical processes for the Novartis group for its technical defense before the Brazilian Federal Revenue Service;
Viracopos Airport expert examination – Analysis of the claims submitted by the parties: dispute exceeding 1 billion reais;
Belo Monte Hydroelectric Plant: preparation of technical opinions quantifying cost and schedule deviations. Amount in dispute exceeding 1 billion reais (at present value);
State of São Paulo Project, Mário Covas Beltway (Rodoanel): expansion of the state highway network with an investment exceeding 1 billion reais. Amount in dispute exceeding 500 million;
FUNDAÇÃO RENOVA Project (VALE and BHP investments): programs to repair, restore and rebuild the regions affected by the collapse of the Fundão dam, with investments exceeding 5 billion reais;
Luiz Antônio Mesquita Integrated Port Terminal (TIPLAM) Project: expansion of VLI's industrial facilities.
